Reading and Literacy

A reading program to help Deaf students in the Philippines build reading skills through visual, sign language-based, and printed learning materials.

Many Deaf students in the Philippines struggle with reading because most materials are made for hearing learners and focus on sounds. At home, families often can’t sign or provide learning support, especially in low-income households. These issues worsened during the pandemic, leaving many Deaf students behind.

The Reading and Literacy Program bridges this gap through visual, sign language-based, and simple English materials that make reading easier and more enjoyable. It also trains teachers, creates Deaf-friendly resources, and helps parents communicate with their children. FAQs

What is the Reading and Literacy Program?

It’s a literacy initiative designed specifically for Deaf students, using Filipino Sign Language (FSL), visuals, and simple English to make reading easier and more engaging.

Why is this program needed?

Most reading materials are made for hearing students and rely on sound-based methods. Deaf learners need visual and sign-based approaches that match how they learn best.

Who benefits from the program?

Deaf students in public and community schools—starting in Bohol—along with their teachers and families who want to support reading at home.

What makes this program different?

It focuses on visual learning, not phonics. Lessons use FSL, pictures, and real-life examples to build understanding, not just word recognition.

What challenges does the program face?

Teachers and volunteers are trained to use sign language and visual tools for reading instruction, making lessons more effective and inclusive.

How can I help?

You can donate, volunteer, or spread awareness to support printing, teacher training, and the development of Deaf-friendly reading materials.

What is the long-term goal?

To build a nationwide Deaf literacy model that helps students not only read better but also enjoy learning and gain confidence in communication.
